Job description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services leads the implementation of the Fiscal Agency financed by the Global Fund.

The Fiscal Agent (“FA”) shall provide the financial management services described in these ToRs to the PR in implementing the activities funded by the Global Fund and/or Gavi under the applicable Global Fund Grant Agreements and/or Gavi Partnership Framework Agreement and provide oversight and monitoring of those implementation activities to the Global Fund and/or Gavi, as applicable

The role of the FA is to support the PR in meeting all Global Fund and Gavi requirements and to ensure the appropriate use of grant funds. In so doing, the Fiscal Agent shall ensure to build the financial management capacity of the Principal Recipient (PR), the FA is to ensure that the necessary procedures, control mechanisms and capacity building measures are in place and to provide effective financial management of grant funds. The FA team members do not substitute for, or perform the work of, the staff of the Principal Recipient, including its finance staff. The PR remains ultimately responsible for (i) complying with all terms of the grant agreement with the Global Fund and with all terms of the PFA with Gavi, including all financial management requirements; (ii) the correct use of funds; and (iii) the results obtained.

Your tasks
Procurement and Supply Management (PSM) Expert in cooperation with the Team Leader will ensure that all procurement activities are conducted in accordance with the applicable Global Fund Grant Agreements and/or Gavi Partnership Framework Agreement and standards of professional conduct customary for financial management agents. Tasks also includes:
  • Assessment of the procurement procedures in order to identify the strengths and weaknesses in these systems and make recommendations for improvements which may include a capacity strengthening and mentoring plan/schedule to the Global Fund and/or Gavi, as applicable.
  • Direct support the PR in the procurement of goods and services.
  • Review of financial transactions relating to the procurement of goods and services with Gavi or Global Fund grant funds
  • Review the procurement procedures employed by the PR and ensure that all exceptions are flagged and corrected in order for the process to continue.
  • Review and approve requests for such transactions for compliance with the minimum standards stated in



Your profile



Qualification and skills

  • Graduate Degree (MSc. equivalent) in Public Health; Pharmacy; Medicine or other related discipline.
  • Good writing and analytical skills.
  • Professional training in procurement and supply management (PSM) of health products, logistics and/or public health.
  • Must have very good working knowledge of French and good knowledge of English

General professional experience

  • A minimum of 8 years relevant experience in managing or advising on the procurement, supply and use of health products, particularly in developing countries

Specific professional experience

  • experience/expertise in assessing policies, systems and structures in the public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and malaria;
  • experience/expertise in the procurement of health products including regulations and tendering process;
  • experience/expertise in supply chain/logistics management systems;
  • experience in quantification and forecasting of health product needs in public health programs;

a good understanding of AIDS, TB, malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices, applicable national and international laws and recognised standards.

Assignment period



The intended start date is 01/06/2019 – 31 December 2019 with possible extension. The position is full time based in Kinshasa (RDC).
