Counterpart International is currently seeking a Deputy Chief of Party (DCOP) for its ongoing 5-1/2-year Fostering Accountability and Transparency in Zambia (FACT Zambia) project. This USAID funded project is scheduled to end on March 31, 2020. The position is only open to Zambian nationals.

The program focuses on improving the ability of Zambian civil society organizations (CSO’s) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians by strengthening the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, extractive industries transparency, and environment. The second objective aims to increase and improve the engagement and information sharing between citizens and government service providers in these sectors in order to contribute to improving the effectiveness, accountability, and transparency of public service delivery. The DCOP will support the Chief of Party in overall project management. In particular, the DCOP will be responsible for the technical direction and oversight of the capacity building and advocacy strengthening for civil society groups. S/he will be expected to interact regularly with project and Mission staff, as well as with CSO partners and all stakeholders to the program.


  • Support the Chief of Party in the overall management of the program.
  • Provide technical leadership on civil society capacity building and advocacy strengthening components.
  • Lead the development of program strategies, planning and implementation of program activities while ensuring cohesion among the program components.
  • Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Represent Counterpart to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations.

  • A Master’s degree in social sciences, international development, communications, public affairs or other related field is preferred.
  • Minimum seven years (7) of demonstrated technical expertise in a combination of the following technical areas: education, health and HIV/AIDS, sustainable rural livelihoods, environment, advocacy, extractive industries transparency, and public policy.
  • Previous experience in provision of technical capacity building to CSOs in the above mentioned areas.
  • At least five (5) years of project management for donor-funded projects, including at least three (3) years with USAID-funded programs.
  • Demonstrated experience with civic engagement and government accountability initiatives in Southern or East Africa.
  • Significant experience administering donor-funded programs to support organizational capacity development preferred.
  • Excellent organizational, analytical, oral and written communications skills.
  • Demonstrated team leadership and management skills.
  • Commitment to gender integration, experience with gender integration a plus.
  • English fluency is required.
  • Position is only open to Zambian nationals.
