Background and objectives

The Logistics Officer is responsible for the reception, warehousing, overseeing project procurement and delivery of commodities in Kinshasa and in the three provinces of the former Bandundu province. The incumbent will ensure that PATH-DRC and HAT Project applicable operational and administrative policies, procedures, rules and guideline are followed in the delivery of commodities and related services. This includes that commodity and service procurement actions are delivered compliance with PATH, ITM, LSTM and Donor regulations.

Responsibilities

The Logistics Officer is responsible for the following, but not limited to:
  • Support ITM/LSTM/PATH/PNLTHA of a wide-range of goods, commodities management, logistics data management, services through subcontracts and purchase orders and supply planning and commodity delivery in targeted provinces.
  • Work with Customs and other government agencies and transit companies for the reception to the project of international procured commodities.
  • Undertaking, in collaboration with PATH’s Procurement Office in Seattle (as needed), procurement functions, such as preparing requests for quotations and other solicitation documents; managing bid evaluations; coordinating the vendor selection process; developing procurement justification documentation (e.g., bid analyses; selection and negotiation memos etc.); and executing purchase orders and/or subcontracts with selected vendors.
  • Monitoring all purchase orders and following up with vendors to obtain invoices.
  • Managing vendor relationships, contacts, and pre-qualifications lists.
  • Providing updates on status of project procurement to the Senior Project Manager and other members of the project management team, as requested.
  • Track and analyze commodities, logistics information for supported zones of intervention, including: assess current information availability/feasibility of access
  • Maintaining up-to-date logistics files (paper and electronic backup), in accordance with project and PATH policies and procedures.
  • Field visits/communications with Provincial Staff for logistics data and delivery of commodities.
  • Presentation of logistics data analysis to project management.
  • Collect and apply routine commodities supply chain and procurement information to support key logistics functions including: Quantification, Orders, Inventory management, Supply planning.
  • Develop and update tools for commodities management and reporting for the Project and at intervention level.
  • Participate in the development and implementation of work plan activities related to commodities management and technical activities in the 3 provinces.
  • Manage goods and services deliveries and respective end use of goods and services.
  • Ensure compliance with corporate policies and Project operational policies.
  • Managing any other procurement-related tasks related to his/her functions.
Reporting:

The Logistics Officer reports to the Senior Project Manager (SPM) as the supervisor for monthly, weekly and daily project responsibilities, duties and tasks. The Logistics Officer will collaborate closely with Bandelim project’s PADM, the Country Office’s Procurement Officer and the logistic staff of the PNLTHA at Kinshasa and the provinces.

Required Experience:
  • At least seven (7) years of experience working in an operations and logistics management capacity, preferably with Donors such as the EU, Bill and Malinda Gates Foundation and USAID.
  • University degree in a relevant field preferred
  • Experiences in the field of procurement
  • Strong communication skills (oral and written)
  • Experience with projects funded by international donors would be an asset
Required skills:
  • Computer Literate with working knowledge of MS Office, Word, Excel, Power Point and Access.
  • Capacity to live, travel and work in project provincial project zones for extended periods of time.
  • Fluency in French with English proficiency preferred.
  • Ability to compose reports, presentations, inventory tables and memos in an organized, logical, and concise manner.
  • Developed collaboration and management skills and ability to work as part of a team.
  • Strong logical attention to detail and multi-tasking skills.
  • Demonstrated management and organizational skills - especially with time-sensitive work.
  • Having a very good anticipation ability, motivated by the challenge, adept at the management by objective, and open to a performance evaluation based on the result.
This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment. Applicants considered for this position are to be DRC nationals. This position is based in KInshasa. Candidates outside of Kinshasa will be responsible for their relocation expenses.
