We are currently seeking qualified candidates for the position of: Operations, Finance, and Administration Director based in Democratic Republic of the Congo.



Project Description



This is a five-year activity aiming to increase access to quality education for children and youth in fragile and conflict-affected regions and increase student and teacher retention and performance.



*Position is contingent upon receipt of donor funding and will be based in either North or South Kivu, Democratic Republic of the Congo.



Position Description



The Operations, Finance, and Administration Director will work under the leadership of the Chief of Party. The main function will be to provide operational, financial, and administrative oversight for all aspects of the project in accordance with USAID regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of administration, finance, operations, and management issues. This position will oversee administrative procedures for the project and ensure program actions are in compliance with USG and FHI 360 regulations including procurement, travel, human resources and other administrative policies. S/he is responsible for financial analysis, planning, and oversight to support effective financial management and implementation of the project. He or she will oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime contractor and subcontractor. This individual will be responsible for the management of funds in such a manner as to maximize operational effectiveness while minimizing risk, and ensures that an adequate control structure is in place over the program funds. He or she will conduct financial analysis in areas such as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance. The Finance and Operations Director will oversee and audit the work of the finance department, while providing guidance to staff, and will provide leadership in financial reporting for annual budget planning, audit reviews and assessment processes.



Qualifications


  • A minimum of a Bachelor's degree; however Master Degree highly preferred (or foreign equivalent) in Business, Accounting, Finance or related field relevant to the position requirements;

  • Must have at least ten years of experience in operations, HR, administrative, and financial management for large complex projects, of which at least five years were working in the field of international development, with strong experience with funds control, and the ability to monitor fraud and abuse;

  • Experience working with USAID projects;

  • Must have all necessary computer, software, interpersonal, and analytical skills to ensure financial requirements for a large scale, complex project;

  • Excellent oral and written communication skills in French required;

  • Proficiency in oral and written communication in English preferred.
