Counterpart International is currently seeking a Chief of Party for the USAID-funded Congo Demokrasia program in the Democratic Republic of Congo (DRC). The program supports civil society organizations (CSOs) to conduct voter education activities and strengthen their ability to conduct oversight and advocacy to protect citizens’ electoral rights. Responsible for leading and managing the overall program, the COP will work closely with USAID/DRC, the Independent National Electoral Commission (CENI), and CSOs to promote Congolese citizens’ informed voting and active and peaceful participation. Additionally, the COP will also be in charge of Counterpart’s second program in the DRC, funded by DRL, entitled Promoting Increased Civic Engagement in the Lead-up to Elections in the Democratic Republic of Congo (PRICE) which seeks to increase citizen participation, especially of youth, women, and other vulnerable groups. The COP will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in the DRC. The COP will provide vision and technical leadership on issues of voter education and CSO advocacy and oversight. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications. This is a full-time position based in Kinsahsa, DRC. This position will report to the Director of Programs.


Primary Responsibilities:

  • Provide vision, leadership, strategic management and oversight of donor-funded programs.
  • Provide line management to the field staff in accordance with the donor policies, procedures and requirements.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Oversee all administrative, contracting, hiring, recruitment, financial and logistical aspects of the program.
  • Coordinate activities between the field office and Counterpart Headquarters.
  • Ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • Assume financial accountability and ensure successful implementation of the program.
  • Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
  • Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.

Qualifications:

Required:

  • A Master's degree in a related field, such as international development, political science, law or public policy.
  • Minimum of ten (10) years of civil society development field experience
  • Six to eight years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of organizational capacity development, voter education, elections, public policy, or advocacy.
  • Demonstrated success with developing and operationalizing civil society development and voter education and political participation work.
  • Demonstrated experience in strategic planning, training, and team-building.
  • Strong multicultural, interpersonal, and supervision skills.
  • Demonstrated ability to give effective presentations and write high quality technical reports.
  • Excellent ability to amiably collaborate and coordinate activities with multiple stakeholders including government, civil society, and individuals.
  • Sensitivity towards inclusion issues, such as gender analysis and integration of activities to close gender gaps.
  • Previous experience in managing complex USG or bilateral donor-funded projects with large sub-grants portfolio.
  • Knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
  • Professional written and oral fluency in English and French.

Additional Preferred qualifications and experiences:

  • Field experience in the DRC or Southern and Central Africa.
  • Good knowledge of DRC's socio-political context.
