The Resettlement Action Plan (RAP) Spt., is responsible for planning, managing and concluding all the TFM resettlement processes, including the direct support of writing future resettlement plans. He/she will focus on executing an existing resettlement process to be applied on all resettlement situations within the TFM concession, build internal capacities within the team and directly supervise all related activities. The RAP will have responsibility for execution of the RAP programs, including budgetary and staff development and management, to ensure that resettlement impact mitigation is implemented, monitored and reported in accordance with company commitments

Essential Functions
  • Direct the TFM RAP Unit including consultants, contractors and TFM employees in the daily execution of their work, and build a cohesive team of effective social science professionals
  • Provide regular updates to site management regarding resettlement program needs, issues and successes; gaining the necessary internal social license for planned actions.
  • Coordinate and communicate with management of related departments (Mine, Mine Planning, Geology, Environmental, Community Development etc.) regarding impacts to land and land acquisition; assure that Land Access & Consent (LAC) procedures and approvals are granted before any land impacts occur
  • Support preparation of all resettlement planning documents
  • Supervise relocation of physically displaced households according to Resettlement Action Plans, company policy documents and standard operating procedures
  • Develop and manage a regular monitoring and evaluation program so as to demonstrate success or identify issues with RAP completion, including livelihood restoration monitoring
  • Ensure that all TFM commitments are implemented in accordance with all RAPs, ESIAs and IFC Performance Standards 1 and 5 and coordinate regular external audits of RAP programs.Assure compliance with all compensation procedures, SOPs, and financial controls by facilitating internal spot audits of program activities and compensation transactions
  • Lead the development of stakeholder consultation plans and ensure their implementation with government stakeholders and all affected communities, including vulnerable persons
  • Manage the RAP external grievance mechanism and oversee the RAP Unit’s process to ensure all grievances are recorded, investigated and resolved in a timely manner in accordance with policies and commitments. Facilitate decision making related to high impact grievances and communicate with TFM management as necessary
  • Develop and manage an annual RAP program budget, including development and submittal of AFEs (Approval for Expenditure) to TFM Management for approval. Annual budget may vary from $5 - 29 million
  • Manage the design and development of any new RAP programs in conjunction with the ESIA process, including social baseline studies and the development of appropriate social mitigation plans by third party consultants, including the development livelihood restoration strategies
  • Coordinate with mine planners and mine operations to ensure that RAP impacts to households and farmland are minimized to the greatest extent possible, including the identification and establishment of interdiction and restriction zones and their monitoring to reduce RAP impacts and risks
  • Oversee that the RAP database is maintained with accurate and up-to-date data and meets data management requirements
  • Identify and facilitate training, as well as provide direct capacity building for RAP staff
  • Develop monthly and quarterly reports on RAP program activities for TFM Management and the Corporate office as required

Supervisory Responsibility
This position has supervisory responsibilities.

Work Environment
Position involves work to be predominantly executed in rural areas of the Democratic Republic of the Congo. Resources can be limited, so the candidate must be a self-starter, have good personal organization skills for managing activities across multiple sites and in challenging circumstances

Work is in a mine or processing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles

While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs and ladders, work on elevated platforms, talk, hear and see

Occasionally may be required to lift moderately heavy objects up to thirty (30) pounds during the course of the workday

Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required

Position Type
This is a full-time position.

International travel of up to 20% is expected for this position.

Job Requirements

Required Education and Experience
  • As an overarching qualification, the RAP Spt. must have a strong track record in the day-to-day management of RAP programs, preferably in the challenging conditions of Sub-Saharan Africa. Additional requirements are as follows:
  • Bachelor's degree in Social Sciences, Business Administration/Economics, International relations or related sustainable development fields
  • Five (5) years of experience in leading socio-economic development program activities, with an emphasis on private sector social responsibility programs (experience with resettlement programs required)
Additional Eligibility Qualifications
  • Oral and written communication abilities in English and French
  • Experience with leadership of multi-disciplinary and multi-cultural teams and building cohesive team function
  • Demonstrated experience and extensive knowledge of policies, guidelines and practices promoted by lending institutions, including the Equator Principles and IFC Performance Standards
  • Knowledge of budget preparation and administration
  • Skills in evaluating, training and motivating employees
  • Strong technical writing skills (English and French)
  • Proven organizational skills
  • Ability to adapt to living conditions in remote, African settings
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint
