Project Overview:

The CDC-funded Achieving and Maintaining Epidemic Control through Comprehensive HIV/AIDS Prevention, Care and Treatment Services in the Kinshasa Region of the Democratic Republic of Congo (DRC) under the Presidents Emergency Plan for AIDS Relief (PEPFAR) project will work to increase population access to comprehensive HIV/AIDS services in order to decrease HIV/AIDS associated morbidity and mortality and contribute to successful epidemic control in the Kinshasa Region of the DRC. The project will focus on expanding existing prevention interventions, including prevention of mother to child transmission (PMTCT) of HIV and HIV prevention among key populations; care and treatment (C&T), including TB/HIV and sexual and gender-based violence services; HIV laboratory and related diagnostic services; and monitoring and evaluation (M&E) and quality improvement (QI) activities.

Position Overview:

The Counseling & Testing Lead will manage the technical leaders, provide technical guidance, and work towards achieving project goals as they relate to the TB/HIV prevention, care, and treatment technical components; increasing the quality of care for OVC and adolescents; implementing and integrating QA/QI tools and enhancing laboratory diagnostic capacity; and expanding confidential counseling and testing programs. S/he will provide mentorship and supportive supervision to improve data quality and service delivery. S/he will assist with rapid scale-up. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to CDC approval.

Job Description:

  • Manage, implement and assist with the design of program activities and services to decrease HIV/AIDS associated morbidity and mortality and contribute to successful epidemic control prevention in key populations;
  • Manage the coordination of linkages between community stakeholders and healthcare workers to increase the quality of care and C&T for TB, HIV, and sexual and gender-based violence services;
  • Lead the discussion on continued expansion of existing prevention TB/HIV interventions and the encouragement of community ownership;
  • Supervise the development of clinical and programmatic standards and procedures for HIV/TB integrated health services and the increasement of ART coverage;
  • Provide mentorship and supportive supervision to improve data quality and service delivery;
  • Supervise the evaluation and performance measurement planning process as they relate to the TB/HIV prevention, care, and treatment technical components; increasing the quality of care for OVC and adolescents; implementing and integrating QA/QI tools and enhancing laboratory diagnostic capacity; and expanding confidential counseling and testing programs;
  • Strengthen and leverage key multilateral organizations, global health partnerships, and private sector engagement;
  • Work closely with other partners for TB/HIV including other PEPFAR partners;
  • Supervise the development of Policies and Guidelines for the implementation of TB/HIV activities; and
  • Any other duties as assigned
Required Experience & Qualifications:

  • Minimum of an experienced Medical doctor or clinician with post-graduate qualifications in public health, or project management.
  • Minimum of seven (7) years of progressively responsible experience in technically designing programs related to key populations and HIV, preferably in West Africa;
  • Minimum of five (5) years of demonstrated experience in managing programs related to increasing population access to comprehensive HIV/AIDS services, preferably in West Africa;
  • A minimum of three (3) years of experience in providing technical contributions to a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting;
  • Experience demonstrating organizational capacity to address the requirements in the following areas:
  • Capacity in West Africa to ensure VL scale up
  • Experience in rapid scale-up in C&T service delivery;
  • Experience and knowledge of CDC or other international donor policies and procedures and management of donor funding and projects; and
  • Fluency in English and French is essential.
